Mr Mackay next dealt with Mr Muir's remarks about finance, and said his statement that the Borough had now an indebtedness of £254,000 was incorrect. The debt in one sense was £254,000, because the Borough had authority to raise that amount. Of that, however £6000 was still in hand, in addition to which there was in -hand £14,000 of accumulated sinking funds, thus making £20,000 less than Mr Muir's assertion. Of the total debt at least £100,000 was represented by direct profit-earning concerns, including the gasworks (£50,000), the trams (£45,000), Opera House (£5000). The waterworks loan of £70,000 was not profit-earning, but enough to pay interest on £15,000 of the loan was received from sale of water. He was accused by Mr Muir of putting things in too rosy a light. He (the speaker) had always done his best to put the true position of things before the public, as he had done when first elected three years ago. Previous to his taking office the whole of the waterworks loan interest had been paid out of the loan capital, but since had been paid out of the general fund, which accounted largely for the increased rates.
