Lieutenant Carlyon Bellairs, a Commoner, in a letter to' Lord TweedmoutK, emphasises the alarming decrease in naval construction. He recapitulates the statistics and the reasons given for expansion instead of contraction of the fleet, and regrets that the Government has not yet given a reasonable defence of its reversal of naval policy.
