Baron Koniura has introduced a written compromise, which M. de Witte described as "an old enemy in a new uniform." It is understood that' a hundred and twenty millions sterling is asked for the re-purchase of the half of Saghalien, and to cover the cost of the maintenance of prisoners of war, with other features, including what was cabled yesterday. It is intended to spare Russia's susceptibilities.
