LONDON, August 24. The Times' Portsmouth correspondent reports. that the prospects of peace have not improved. They declare that the payment has not been made easier by disguis^ ing it to be used as tho purchase money of an island belonging to Russia. He adds that "the latest instructions from St. Petersburg, which, however, are not final; are peremptory and most unyielding. The Japanese, on their- side, use the word "hopeless." They do not expect a favourable answer, and have no new proposals.
