An Overcrowding Policy.
Eeceived August 25, 8.46 a.m. ST. PETERSBURG, August 24. Four employers at Warsaw were murdered- in the street in one night. Colonel Meyer, Chief of Police, does not shoot the revolutionists lilce his predecessor did, but arrests hundreds nightly.
