Auckland, June 28. Chief Inspector !Petrie, in an exhaustive report io the Education Board, declares that present school' staffs aro inadequate fco secure a proper combination of efficiency and working strain. Efficiency, too, is often accompanied by a break down of the teacher's health. He recommends one ■readier for an average attendance of up to 30, a teacher land a pupil teacher for up to 45, a teacher and a. mistress for up to 80, and thereafter a pupil teacher and .an assistant t-eaaber alternately for" every increase of 20 and 40 pupils respectively. He also recommends, that pupil teachers should complete their service in the schools in which, they begin, s,o that all teachers shall have a fair share ol beginners except under special circumstances. He remarks on the dearth of pxipil teachers, which his recommendation would remedy, and says it -is apparent that tho last Education Commission erred in denying pirpil teachers to schools below, an- average attendance of 911"
