It declares that the concealment'of unfavourable news can no longer be tolerated. There has been too niuidi secrecy about the military operations in Mesopotamia. Permanent occupation will involve continuous warfare, which is more costly than frontier operations. The cost of the latter is defrayed by the Indian .Exchequer, whereas ’the adventures in Mesopotamia and Persia are chargeable to the Home. Budget.
