M. de Witte informally conferring with influential reformers, asserted tht the Czar was sincerely desirous of meeting the wishes of the nation, and he had the greatest desire to become a constitutional sovereign like King Edward; he only hesitated to grant the Constitution because he was not convinced that the nation desired it.
The reformers are profoundly sceptical
and suspicious
There is much dissatisfaction at the limited franchise for the Duma. There are only 13,000 electors in St. Petersburg out of a population of 1,400,000.
