Tho Government accepted Mr D. J. Shackleton's motion that the wages payable to unskilled workmen in Government factories and shipyards ought not to be less than the standard wage of private employers. Mr Victor Cavendish said the Government wore determined to be model employers, and to set a good example to private firms. Mr J. Burns moved an amendment that wages be those agreed upon between the Trades Unions and the Employers'

Mr Balfour claimed time for consideration. One difficulty was that much unskilled labor was unorganised. The debate is adjourned.
