After the murder of Major Bartietott his expedition returned to Stanley Falls to reorganise. September 14. In connection with Mr Goscben's elevation to the leadership of the House of Commons, it is stated that Mr Bal« four, Secretary for Ireland, declined the position, and that it would have been offered to Sir M. Hicks-Beach had he bee a able to undertake the duties. Baron de Worms will probably succeed Mr Goschen at the Treasury. A company has beeu formed with a capital of three millions for the purpose of purchasing tbe Cheshire salt fields.
Mr William Redmond, M.P. for Fermanagh, was sentenced to three months' imprisonment for conspiracy.
The impunity with which the Whitecbapel murders were committed has drawn general attention to the inefficiency of the detective force* The Daily Telegraph in a scathing article on the subject exposes the glaring insufficiency and disorganisation of that branch of the service and declares the public will tolerate it no longer. The Telegraph considers that Mr H. Matthews, Home Secretary, as an admiuistrator is a fantastic failure, whose repeated displays of miserable weaknesses have brought Government into general disrepute. Cabui., Sept. 13. ißhak Khan is reported to have 30,000 troops at his command. The Ameer has collected an army of 40,000. It is asserted that the heads of the army at Cabul are secretly devoted to the cause of Ishak Khan. The Ameer has captured Kamarfor, the chief stronghold of the rebels, Ishak Khan's prisoners captured on the occasion in- j elude Ishak Khan's father-in-law. Suakim, Sept. ]3. A body of cavalry under Oscnan Digna suddenly attacked this place, but were repulsed by the garrison. A large number of rebels were killed, but no casualties are reported in the ranks of the defenders. Vienna, Sept. 14. The Emperor has publicly adumiisa tered a sharp rebuke to the Bishop of Djakacovar, head of the Pauslavi6t Parly in Austria, for wishing Russia " God's speed " in her worldswide mission. Tangieks, Sept. 13. ' Further details of the r.-volution at Morocco state that the Sultan cut his way out of the city 5 and is now engaged in mustering troops for the purpose of quelling the revolt, ■ New Yobk, Sept. 13. Yellow fever is reported to be raging in Florida. The people are panic I stricken at the ravages of the disease.
