WAR POWERS DELAYED IN U.S.A. BECAUSE OF NO QUORUM

WASHINGTON, Dec 21 (Recd 6 pm).—The House of Representatives action on President Truman’s request for two emergency war powers W;V delayed today until after January 1, because too many members went home for Christmas. The quorum call showed only 190 (members present out of the 216 required to do business. The Emergenciey Powers Bill will allow President Truman to reshuffle Government agencies and modify defence contacts in the interest of speedy production. Later today, the senate pased a Bill restoring President Truman’s wartime powers to re-nego-tiate defence contracts, but eliminated a clause which would have given the President authority to reshuffle Government agencies.
