GERMANY MAY SOON BE REPRESENTED IN WESTERN CAPITALS
LONDON, Nov. 8 (Recd. 6 p.m.)— Germany, in addition to joining the European Assembly, may be allowed as the result of Foreign Ministers’ talks, starting in Paris tomorrow, to have commercial and consular representatives in the Western capitalsaccording to the “Daily Mail’s” Paris correspondent. The idea, he says, has already been accepted in principle as one of a number of steps towards bringing Germany more closely into European Other steps will probably include the ending of the dismantling of German factories. The correspondent points out that at present there is technically a state of war between Germany and the Alfies, and it is suggested something might be done to “mitigate” this state of affairs, pending the signing of the peace treaty. This has already been done in the case of Austria, and it is felt that the time has come to “begin to clear away the barriers” between Germany and the free world. But neither these nor any other concessions will be granted until the West German Federal Government has given the clearest possible guarantees, the correspondent adds.
