Shanghai Is Returning To Normal

SHANGHAI, May 31 (Rec. 6 p.m.)— Communist authorities have instructed the post office to accept mail for| abroad immediately, and it appears that shipping and airline companies I will soon resume services, says the' United Press correspondent. American, British, and Chinese shipping and airline firms have made over- 1 tures for a resumption of services, ■ but have not received an official reply. The companies are optimistic,' however, because of other indications I that the Communists will resume contact with the outside world. Other developments in the Com-[ munist occupation of Shanghai are Red flags flying over former Govern- j ment buildings as the new administra-' tion began reorganising the city’s, business, financial, and industrial structure. More than 20 banks and' trust companies have reopened. Local ( courts are being transformed into “people’s tribunals,” and are expected I to function under Communist judges soon. Communists said the taxes imposed I by Government officials would con- 1 tinue to be collected and used to finance municipal rehabilitation and in-, crease production.
