UNITED NATIONS BODY IN CONFERENCE

Recd. 6 p.m. London, Nov. 13. “The United Nations’ Scientific and Cultural Organisation should prepare and submit international agreements designed to secure full co-operation in organising the free exchange of ideas,” says a draft of U.N.E.S.C.O.’s constitution and functions prepared by a committee for submission to a full plenary session on Wednesday. “The agreements should cover international exchange of scholars and teachers, collaboration in teaching methods, freedom from censorship, uniformity in degrees of equivalents.” U.N.E.S.C.O. will continue sitting in London until the constitution is approved, after which it will take up nermanent headquarters in Paris. U.N.E.S.C.O. will be financed meanwhile by the British Government, whose later contribution costs will be reduced accordingly. The same finan* cial arrangement will hold under the French Government when U.N.E.S.C.O. moves to Paris.
