SURRENDER OF GOVERNMENT FORCES DECISIVE DEFEAT CLAIMED Recd. 6 p.m. Chungking, Nov. 7 lhe Communisis claim that their forces have decisively defeated 70,000 Government troops along the PeipingHankow railway, says an Associated Press correspondent in Chungking. The Government forces are repoited to have included three first-class combat divisions, equipped wiih American arms.

The Communists state that most of the Government troops surrendered with their arms. Surrendred generals included Ma f a Wu, deputy corn-mancier-in-chief of the 11th war zone, Sung Yenta, chief of stan, and fou. divisional commanders.

The correspondent says that if the claim is true the movement of Chiang Kai-shek’s armies along the railway to North China and Manchuria ha been mashed.

A message from Shanghai says that Communists to-day seized several American members of the crew of a Liberty ship in the Chin Wang Tao area. An American Army spokesman refused to discuss the matter. The United States Consul-General's office said that only vague reports had beer, received. One stated that some seamen were released witli apologies.
