REFUSAL TO GO TO GERMANY Recd. 1 a.m. London, March 15. According to the Swiss newspaper Neue Zuercher Zeitung, Frenchmen besieged in the Thonon district, whither they fled after their refusal to go to Germany as workers, are still holding out. Additional armed police were sent to the area. The Vichy Government issued an ultimatum to the recalcitrants demanding surrender by this evening. British prisoners in German hands will be sent to camps in Germanoccupied Russia, says Vichy radio. In view of the fact that there is great admiration for Russia in some English circles, the prisoners will be sent to these camps so that they can get a first-hand view of conditions as they really are in Russia.
