PROPAGANDA THROUGHOUT EUROPE. ' Received Oct. 18, 9.5 p.m. LONDON, Oct. 18. The Berlin correspondent of the Times says that despite Herr Hitler’s and Signor Mussolini’s recent assurances that they do not intend to propagate Nazism and Fascism in other countries, Herr von Rosenberg, in a speech, declared: “Our duty is to restore self-consciousness not only to Germany, but throughout Europe. We are seeking to form a grouping of Europe’s creative energies in a single unit, warding off anti-European instincts and fighting those regarding Asia as the origin of European culture.”
