NAVAL CONFERENCE

FAILURE EXPECTED REPORTS FROM LONDON. Received Nov. 28, 11.50 p.m. NEW YORK, Nov. 27. Something of a sensation was caused in naval circles to-day by London Press reports that the Admiralty anticipates that the coming naval conference will result in failure, that there are bound to be clashes between the Americans and the Japanese, and that the officials in London are inclined to be displeased with the size of the American delegation, which has been increased to twenty. Some naval officials are disposed to regard the attitude as signifying an effort on the part of Britain to place the blame on others for the failure of the limitation efforts. The State Department is not so extreme in its expressions hut it is deeply concerned and took issue with some of the assertions. It is explained that Mr. Phillips was included in the delegation when it was learned that France had sent a Cabinet member, and the delegation was enlarged on the information that Japan had increased her representation. British belief that the American and Japanese delegations will engage in a series of clashes is not shared here. It is admitted that the prospects of achieving substantial, success are not bright. However, the American delegation is prepared to make every effort to preserve harmony and hope that something will be gained through the exchange of views and that an international naval construction race will be prevented.
