The exchange of the seals of office by the Ministers affected by the recent Cabinet reconstruction took place at Buckingham Palace this morning, when the King received the Ministers. Subsequently the King held a Privy Council. f llie traditional ceremonies connected with the inauguration of a new Parliament wore carried out to-day, when members of the House of Commons, led by the Speaker-elect, attended :>t the bar of the House of Lords to hear the Royal approbation of the election of Captain Fitzroy as Speaker, who then formally claimed the ancient rights and privileges of the House of Commons. In both Houses the swearing in of members was proceeded with, and 217 Peers and 340 .members of the Lower I House had taken the oath before today’s adjournment. Swearing-in Ceremony. The Parliamentary Labour Party met to-day to elect its leader, and after two ballots in which Mr. Arthur Greenwood and Mr. Herbert Morrison were in a minority, Mr. C. R. Attlee, who acted as leader in the last Parliament after the resignation of Mr. George Lansbufy, was chosen. Mr. Attlee secured 58 votes, Mr. Morrison 43, and Mr. Greenwood 33 in the first ballot, and Mr. Attlee 88 and Mr. Morrison 48 in the second. In reviewing the results of the election in a speech yesterday, the Foreign Secretary, Sir Samuel Hoar-?, attributed the National Government’s success to three factors —first, Mr. Baldwin’s great personality and his characteristics of good nature and com!mon sense; secondly, the fact that the Government stood for peace and security, the carrying out of its obligations for collective peace and effective security in Imperial defence; and thirdly, the past record of the National Government.
