TRADE AGREEMENTS
QUESTION OE PAYMENT I’OR GOODS Received Nov. 28 10.20 p.m. LONDON, Nov. 28. The Secretary for the Board of Trade, the Hon. Walter Runciman, referred last night in a speech before the Natic-sal Union of 'Manufacturers to the recent trade agreements which had already resulted in a considerable increase in exports. Unfortunately, he said, the means of getting payment were not as good as they were. The policy of trade agreements would be continued, but they must bring pressure to bear on those who could pay. If they managed their exchange operations properly, and if the agreements were carried out in the spirit as well as in the letter, future agreements would be along the lines already laid down, but with the addition of adequate provision for obtaining payment of goods sent to foreign customers.
