yin-: why and the wherefore of the sudden announced .suspension and equally sudden announced resumption of the No. 5 Scheme will need to be explained to the public. The notification of suspension caused a good deal of perturbation, called forth the expenditure of a great amount of effort on the part of willing workers and compelled the setting up of a considerable organisation. All this work was to no purpose, and it is hard to understand how such a labour was called for and then jettisoned so lightly. The resumption of the No. 5 Scheme comes as welcome news and a relief to many who would have had to depend upon private charity, and also to those upon whom devolved the duty organising that effort as well as upon those who felt the obligation to give from a none too plentiful store.
If such a step as the contemplated suspension was lightly entered upon then a considerable amount of harm lias been done, because if the need arises for another appeal to the public the response is not likely to be so ready, because doubts will be entertained as to the real need for such activity.
It must not, however, be forgotten that the Government may have adequate reason for the course taken. The public therefore, should suspend judgment upon, this matter until it has been fully elucidated by the Prime Minister.
