The plot takes the form of documentary instruction transmitted through the Berlin office of International Miners’ Propaganda Committee. It urges civij servants, particularly those in the post office to spy on their colleagues and superiors, to note Government correspondence and telephonic communications, copy important and suspicious documents, especially those in cipher, ascertain the storing place of registered insured correspondence, money ciphers and secret documents. It also urges the formation of Communist cells in postal, telegraphic and wireless offices in Britain’s large towns.
