EMPIRE’S RESPONSIBILITY
FREEDOM OF THE DOMINIONS NO OBLIGATION TO FIGHT LONDON, Oct. 21. The “Standard” says that Mr Chamberlain did not dare to insert in the Pact anything beyond a bare statement that the Dominions need not be parties to it unless they wished. The “Standard” adds: “None of the Dominions will choose to participate. Canada, for instance, is determined to avoid European entanglements. If an attempt had been made to define Canada’s belligerent position in the event of Britain going to war with Germany, tIV result would have startled the whole Empire. It would have been discovered that the only way Canada could prevent her nationals from being assailed by Germans would bo formal severance from the Empire. ’ ’
