FRENCH BECOME PESSIMISTIC | Received July 23. 7.-15 p.m. LONDON. July 23. While British official opinion regard ing the German reply remains one of wakeful hoplefulncss, the French has ;become pessimistic. It is reported that i now M. Briand has studied the reply ■he has come to the conclusion thmt if the German reservations are maintained ithere will be little chance of a successful issue to the negotiations. 1 The, Daily Telegraph's Paris correspondent. says French interpretations of the reply can be, summed up in the senJonce: Germany is out Io revise the Peace Treaty. The question is being raised in London whether Britain should continue to watch Franco-Gcr-man negotiations or fully participate itherein. The more dautious policy will ,probably prevail yet awhile.
