CONSEQUENCES DISCUSSED. Received June 26, 10.25 p.m. LONDON, June 26. The Financial News editorially says: The high proportion of dominion and foreign borrowings to the total capital issued this year raises questions whether or not it is possible to ovcr-lend, and, secondly, the economic consequences of large loans. It has been freely asserted that over-lending abroad has occurred, and, for the time being, we have outrun the available surplus. Overseas loans may easily have similar influences on exchanges and prices as inflation.
