BRITISH COALMINING DISPUTE OWNERS REFUSE TO INCREASE OFFER. Received March 26, 10.5 p.m. LONDON, March 26. Coal owners declined to increase the offer which they submitted on the 21st, thus creating a deadlock and the risk of a rupture of negotiations.
