TO CONTROL TOBACCO MONOPOLY. PARIS, March 1. The Government have nominated Andre Citroen to administer the State tobacco monopoly, and to organise its manufacture and sale on modern lines. M. Citroen was a small business man before the war. Then he organised a huge munition factory for the Government in the Javel quarter of Paris. After the war he transformed the works into a motor-car factory with such success that he was nicknamed “The French Ford.”
