Majoi-General Davidson publishes a. letter urging the Government to immediately establish a joint Imperial staff. He says the matter brooks no delay in view of the unknown possibilities in'regai-.I to air and submarine developments, and other serious matters affecting the .whole of the loosely-linked Empire. He urges the co-ordination of the Dominions and Britain in a common podicy of defence on more comprehensive lines than Admiral Jellicoe's present attempt.
