INCREDIBLE DISORDER

The inter-Allied Military Commission reports that yon der Goltz's troops are rapid!v evacuating the Baltic. The agent for one of the greatest rural proprietors in South Russia states that the whole country is in incredible -disorder. Deniken's army is well disciplined, but civil government does not exist outside a.seven miles radius of headquarters. Marauding bands composed of deserters from the Bolsheviks. Petloura and Deniken are ravaging the whole coi.ntry. Some lenders are ambitious to form small kingdoms, but the majority of the bands are small, and merely "searchins; for plunder. Money has disappeared, and barter has suprlantcd rouble, which is of no real value It is liken' that Ukraine and South ivu«sra will drift into a sort of econ ->nuc feudalism, unless some cenlral r.utlinrity is established.
