THE RUSSIAN SITUATION.

A wireless Russian message states: The Bolsheviks are imposing a levy on. the propertied classes and bourgeoisie, also a revolutionary tax of ten milliards, nominally representing a thousand million sterling. They declare that the taxation is necessary to enable the Government to exert all strength in defence of the Russian and universal revolution.
