TROOPS TREACHEROUS BEHAVIOUR.

LONDON, September 2. Mr. Wilton says that the behaviour of troops on the' Riga and Roumanian fronts, which are now seriously imperilled by wholesale defections, has destroyed any chance of the maintenance of the existing systems. Korniloff. has again urgently appealed to the Provisional Government for the immediate restoration of the programme of reforms.
