The "Telegraaf" states that news from Belgium indicates that Germany is preparing for the possible evacuation, of the coastal district before winter. Civilians are leaving towns and villages and banks have transferred their gold to Brussells. Inadequate food is being supplied to civilians and thousands are ill.

French communique.—ln Belgium there is great artillery activity in the region of Drigachten and Bixschoote.
