WASHINGTON, -Dec. 12. The State Department informed the British and German residents
The State Department is informed that the British"and German residents fit Tampico have taken refuge on British and German vessels. The Constitutionalists are reported to be making a heavy attack on that city. No American vessels are available for American refugees.
