WELLINGTON. April 28. M-f Hally, Conciliation Commissioner, had a further conference with the representatives of the City Council and other local bodies, private employers, and the General Labourers' Union. It was stated that »an agreement was possible with the City Council, hut ins the wages and conditions acceptable in this case might not prove acceptable to some pf the. other parties, after the Council had discussed the position in camera, it was announced that no agreement had been come to on the major points and the whole matter would be referred to ther Arbitration Court.
