SUGGESTED BY MR TOGO DETERMINATION TO SUBDUE CHINA. “MALICIOUS PROPAGANDA” DEPLORED. (By Telegraph—Press Association —Copyright) TOKIO, November 16. “The time for negotiations with the United States is drawing to a close. There is naturally a limit to cur conciliatory attitude,” said the Foreign Minister, Mr Togo, in an address prepared for delivery at Monday’s session of the Diet, and distributed throughout the world by the Domei news agency. Mr Togo said that the views of the two countries had been made clear through conversations which had now lasted for more than six months. Consequently it- must be evident to the United States Government that, viewed from the technical angle, there is no necessity for spending much time on negotiations hereafter. “Should an occasion arise such as might menace the very existence of our empire, or compromise the ‘prestige of Japan as a great Power, it goes without saying that Japan must face it with a firm and resolute attitude. For my part, I am taking charge of the negotiations with a firm resolve regarding this point.” Mr Togo said that Britain and the United States had gone to the length of establishing encircling positions against Japan by inducing Australia, the Netherlands East Indies, and Chungking to join in. The present Japanese Cabinet, in order to preserve peace in the Pacific, decided to continue the negotiations which were still in progress. He said the United States and Japan could reach agreement on two conditions, firstly, if the United States were as genuinely solicitous for world peace as Japan; and, secondly, if the United States understood Japan’s natural requirements and her position in East Asia, and considered the position as it exists there in the light of realities. * Japan intended to subjugate the Chungking regime, said Mr Togo, and pictured her other main interests as in the north and south seas. Japan steadfastly maintained a policy of securing safety in the north by a Jap-anese-Soviet neutrality pact, and was 'drawing still closer bonds of friendship with Indo-China. “It is extremely deplorable that malicious propaganda has been let loose by some third Powers representing Japan as harbouring aggressive designs in these regions.” MALAYAN DEFENCE MORE INDIAN TROOPS REACH SINGAPORE. NAVAL PERSONNEL GREATLY INCREASED. LONDON, November 17. It is announced from Singapore that fresh Indian reinforcements have arrived there after an uneventful voyage. The strength of the personnel of the Royal Indian Navy has been increased considerably during the past year. There are now twice as many ratings and half as many officers again as there were a year ago. LENGTHY VISIT DISCUSSION AT WHITE HOUSE, (Received This Day, 10.5 a.m.) WASHINGTON, November 17. The conference between President Roosevelt and Mr Kurusu and Admiral Nomura lasted an hour and ten minutes, delaying for more than thirty minutes President Roosevelt’s scheduled conference with the steel executives regarding the coal strike.
