JAPANESE ENVOY VISITS WHITE HOUSE Statement of Policy in Diet at Tokio DECLARATION BY CHIANG KAI-SHEK JAPAN'S ONLY HOPE IN ABANDONMENT OF AGGRESSION LONDON, November 17. The special Japanese envoy, Mr Kurusu, spent over an hour with President Roosevelt at the White House today. He was accompanied by the Japanese Ambassador, Admiral Nomura. The only statement made afterwards to journalists by the visitors was that many things were discussed. Earlier Mr Kurusu and Admiral Nomura spent nearly half an hour with Mr Cordell Hull, Secretary of State, at the State Department. In Tokio, speeches were made to the Diet by the Prime Minister, General To jo, and the Foreign Minister, Mr Togo. Both speeches revealed the general lines of Japan’s “total policy.” Demands put forward were for the termination of all attempts by third Powers to obstruct Japan in China, for the liquidation of hostile action such as the economic blockade and for the restoration of normal international relationships. Mr Togo stated that Japan wanted peace, but was encircled. The supplementary Budget, providing war credits of £223,000,000, was passed by the House, as was the Bill providing for a revision of Japanese military service. It was stated that this measure would apply only to the China affair. In Chungking, General Chiang Kai-shek declared that Japan’s only chance of salvation lay in agreeing* to abandon aggression and quitting the Axis. He described Japan’s hope of ending the war with China as a vain dream.
