SOVEREIGNTY TO BE PROCLAIMED OVER NEW GUINEA. MR GLADSTONE’S IRISH REFORM PROGRAMME. London*, December 17. Mr Gladstone announce* that the remarks in jester* day's Standard, attributing to him a willingness to re. establish an Irish Parliament, are inaccurate. Colonel Stanley and the several Agents-Goneral are arranging to proclaim a sovereignty over New Guinea, which will be done if the colonies are liberal in sab* scribing funds for the purpose. It is considered pro. bable that Mr John Douglas will be appointed High Commissioner.
In the powers proposed to be granted for local goTernmentin Ireland, Mr Gladstone includes the trub control of polios and lush members to combine to sit in the British Psrbament for Imperial purposes. Mr Parnell is to furnish guarantees for the protection of the loyal minority in Ireland, and for the protection of landlords' interests. This revelation renders the action of tbo Marquis of Salisbury uncertain. SinitKr, Deocmbor 17. Sir John Robertson has been sent for by the Go. veruor, and has undertaken to form a Ministry.
