« —— With a great flourish of trumpets, the Government brought forward “ The Local Bodies Finance and Powers Bill. It originally contained 67 clauses, but before it got through the Parliamentary mill it was out down to nine or ten clauses. In that mangled condition the poor little Bill has been passed. This Bill repeals “ The Roads and Bridges Construction Act,” and gives very little in its place. We are very much afraid that “ Local Bodies ” and “ Local Finance and Powers ” have been reduced to a condition of “ confusion worse confounded,” by the tinkering legislation recently adopted.
