ARREST OF ANARCHISTS. [by electric telegraph—copyright] (per press association.) (Received October 15, 10.45 p.m.l St. Petersburg, October 15. Several Anarchists, from abroad, including former studsnts, were arrested on arrival at St. Petersburg. They had in their possession thirty pounds of dynamite. THE BRUTAL CZAR. (Received October 16, 9 a.m.) St. Petersburg, October 15. The Russian Government secretly circularised the various Governors, directing in the Czar's name, the prompt execution of all prisoners condemned by the travelling Courts Martial; also intimating that the Czar rejects all petitions of mercy.
