PROPOSAL IN THE UNITED ’ STATES. NO SHIPMENTS TO COUNTRIES AT WAR. (Received Tuesday, 7 p.m.) WASHINGTON, December 19. President Hoover is considering sending a special message to Congress asking authority to declare embargoes on arms shipments to countries where actual or threatened hostilities exist.
