EMBARGOES ON ARMS.
PROPOSAL IN THE UNITED ’ STATES. NO SHIPMENTS TO COUNTRIES AT WAR. (Received Tuesday, 7 p.m.) WASHINGTON, December 19. President Hoover is considering sending a special message to Congress asking authority to declare embargoes on arms shipments to countries where actual or threatened hostilities exist. Specific reference is not made to particular countries, but the proposal comes at a time when the Administration is co-operating with Mexico, Cuba, Colombia and Uruguay in efforts to pacify Paraguay and Bolivia in their undeclared war over territorial claims in the Gran Chaeo.
