WAY OPEN FOR EX-KAISER’S RETURN TO GERMANY. NOT GOING UNTIL CALLED BY NATION. BERLIN, December 18. It is officially explained that the disappearance of the old law removes the last barrier against the ex-Kaiser's return. That so-called 4 ‘ Kaiser paragraph” lapsed last year when the requisite two-thirds of the Reichstag did not Support the clause. Consequently Wilhelm is at liberty to return when he chooses, but he adheres to his oft-repeated declaration that he will not return until th© nation calls him.
