(Received this morning 12.30 o'clock) WASHINGTON, Sept. 1.
Count Bernstoff, the German Ambassador, has issued a statement that Germany has beateai both France and Britain so thoroughly that Germany will be able to withdraw her troops and pai*ticipate against the Russians on the eastern frontier. Count 'Bernstorft' asserts that the residents of Louvain cut the throats of German officers, hence the destruction of the city.
