A MATTER OF BACKGROUND.

' I 'HE LAST City Council did a poor service to the citizens and taxi drivers by fixing prohibitively high taxi fares. These have been disregarded by the great majority of taxi men and by the taxi-using public, and the latest proposal of several owner-drivers to have even greater restrictions with a complete effacement of any individuality in taxi-cabs by one official colour is really an indication that high fares will not do. A taxi man builds up a goodwill, and it is highly desirable that the public should be able to discriminate between individuals or firms that have given consistently good service and others who are more interested in catch-penny results. It is undesirable, above all, that the system of suburban taxi stands should be obstructed. If, by taking a little thought, taxi firms can offer better and cheaper service they should not be reduced to a dead level by over-regulation.
