IT IS PROBABLY TOO MUCH to ask the City Council to sink party differences, but it should note that to talk in terms of parties by saying that Labour should have two representatives on a committee or Citizens four is an absurdity. If the people had voted for parties and not for individuals—as they do in some benighted countries —there would be some point in it, but the council should be regarded as a body of persons of varying capacity, and all offices should be filled with a view to promoting the greatest welfare of the city. In any case, neither of the parties in the council to-day approves of the principle of proportional representation, so there is little point in their striving.
