Will Be Handed Over to Germany.
(Received February 19, 12.50 p.m.) NAPLES, February 18. The agreement has been signed handing over the Saar to Germany. It provides first for the cession of mines from France to Germany; secondly, for the insurance of French private citizens and all workmen in the Saar; and, thirdly, for the transfer of administration to German}*. Baron Aloisi presided, and the French and German Ambassadors, Mr Geoffrey Knox and the League of Nations sub-committee were present.
