Japan Intends Retaining Mandates. TOKIO, February 5. In an interview granted to a correspondent, the Japanese Foreign Minister (M. Hirota), declared that under no circumstances would the German islands in the Pacific, for whfch Japan holds the League of Nations mandate, be yielded up again to the League of Nations. M. Hirota claimed that the Allies promised the territory to Japan by secret treaty signed during the World War, and the ultimate cession was made in mandate form merely to circumvent the opposition of President Wilson. This means, concluded the Minister, that the right of control of these tactically important naval bases is founded on what might be considered a permanent mandate which is in no way dependent on the League of Nations.*
