New German Government Cancels Laws. POLITICAL PASSIONS QUIETER. United Press Assn.—By Electric Telegraph—Copyright. (Received December 22, noon.) BERLIN, December 21. General von Schleicher’s effort to inaugurate a milder regime in Germany was begun by the publication of a presidential decree, conceding most of the von Papen Government’s repressive political measures. It was officially explained that cancellation was due to the visible quietening of political passions and the public were recommended to settle their political differences in a manner worthy of civilised people.
