WASHINGTON, November 1. 1 The proposed treaty whereby Britain ! would permit, a twelve-mile search limit in return for the privilege of bringing in ships’ liquor under seal will be strenuously opposed from three directions when*.submitted to.the Senate 7 for f ratification., ' First, among-those who have express - ,ed displeasure are the so -called Con | sti uctionists in the Department -of Jjisj tire, who contest the validity of any j treaty which overthrows a Supreme J Gouri interpretation of a constitutional ' amendment. i Secondly, there is the Anti-Saloon ! League, which fears that British ships’ | liquor will be smuggled over the side | into bootlegger craft. J Thirdly, there are the American ship owners, who contend that a sealed ’ liquor privilege .will give'British liners j undue advantages in trails-Atlantic trade, since American vessels are pro j hibited from serving liquor except on I flic-homeward voyage.
