LORD CHANCELLOR'S OPINION.
ILLEGALITY OF SUBMARINE METHODS. Australian ar.d N.Z. Cable Association. (Received August 13, 10 a.m.) LONDON, August 12. The Lord High Chancellor (the Right Hon Lord Finlav) has expressed the opinion that. Germany's submarine methods are absolutely illegal. Although international law is suspended it i.s not dead. When the Allies dictate peace terms they should insist that Germany's commands should not bo a defence to on 0 who perpetrated piratical outrages,, and persons guilty should meet the fate of pirates.
