An official cable message from a neutral country contiguous to Germany states that economic conditions in Germany and Austria-Hungary are most serious. Newspapers express regret that prisoners in Austria and Hungary arc permitted to die of starvation in ever-increasing numbers, owing to tho inability of their keepers to obtain food for them.
